The Brazilian Institute of Responsible Gaming (IBJR) welcomes the publication by the Ministry of Finance of Ordinance SPA/MF No. 2,750. The regulation establishes guidelines for financial institutions, payment institutions, and payment scheme operators to block and report transactions involving unauthorized operators, representing an important step in combating the illegal market and strengthening Brazil’s regulated fixed-odds betting sector.
Restricting financial flows is one of the most effective measures to tackle the illegal market. Preventing illegal operators from moving funds helps protect consumers against fraud and other abusive practices, safeguard the integrity of the financial system, and ensure fairer competitive conditions for duly authorized platforms, which are subject to technical, tax, and bettor protection requirements.
The IBJR recognizes the progress represented by the Ordinance and reaffirms its commitment to working with authorities to build a legal, transparent, and sustainable market.
