Brazil’s Online Betting Regulation Reaches 100-Day Milestone

Security, transparency, fight against illegal markets, and sports integrity define the beginning of the new regulatory model

Paulo, April 2025 – Brazil’s online betting regulation marked its 100th day in effect this April, since coming into force on January 1st, 2025. The new regulatory framework has demonstrated itself to be functional and modern, anchored in three fundamental pillars: a strict authorization process for operators, comprehensive bettor protection mechanisms, and systems aimed at preserving sports integrity.

Despite ongoing efforts by the authorities — such as the removal of more than 12,000 unlicensed websites since January and the notification of 22 financial institutions in February for facilitating payments to unauthorized operators — the illegal market remains a significant concern. According to estimates by the Brazilian Institute for Responsible Gaming (IBJR), nearly 50% of the sector still operates outside the law. Bettors using these platforms remain unprotected, with no guarantees regarding payment processing, fraud prevention, usage control tools, or identity verification systems such as facial recognition.

Another important topic is sports integrity, which has recently returned to the headlines with new reports of match-fixing. In this context, licensed betting operators play a critical role in identifying and reporting suspicious activity. Using real-time monitoring and artificial intelligence, these companies detect irregular patterns and report them to the appropriate sports authorities for further investigation.
