Brazilian Institute for Responsible Gaming Leads Efforts to Build a Safer, More Transparent Betting Market in Brazil

IBJR brings together the country’s leading licensed operators and strengthens actions to uphold legality and responsible gaming

Since its founding in March 2023, the Brazilian Institute for Responsible Gaming (IBJR) has established itself as a key reference in strengthening Brazil’s sports betting and online gaming sector. Composed of the main licensed operators in the country—all with international reputations and proven compliance in mature markets—the IBJR works to build an ecosystem that is honest, secure, and sustainable, grounded in legality, transparency, and responsibility.

Throughout 2024, the Institute played a crucial role in engaging with authorities, civil society, and the media, fostering public debate on the path toward effective regulation. IBJR’s efforts rest on two fundamental pillars: combating the illegal market and promoting responsible gaming.

With the federal regulation coming into effect in January 2025, the Institute reinforces its active role in consolidating a trustworthy market, where betting takes place exclusively on platforms authorized and supervised by public authorities. The focus now shifts to practical enforcement of the rules, with special attention to player protection, fraud prevention, and the exclusion of operators acting outside the law.

In addition to raising awareness about the risks of underground betting, IBJR promotes ongoing campaigns focused on education, financial literacy, and best practices, aiming to ensure betting occurs in a balanced, safe, and informed manner. “Brazil has taken a decisive step with this regulation. Now the challenge is to turn this milestone into everyday practice based on ethics, social responsibility, and respect for the rules,” says Fernando Vieira, Executive Director of IBJR.

Aligned with standards from regulated markets and Brazilian legislation requirements, IBJR remains committed to building a strong and responsible sector, promoting innovation and security for all stakeholders—operators, consumers, and authorities alike.
