The Brazilian Institute for Responsible Gaming (IBJR) expresses its full support for the Federal Police initiative to establish the Investigation Group for the Repression of Sports Match Manipulation, Betting Fraud, and Related Crimes — known as “Base Apostas.” The initiative represents a decisive step toward consolidating an ethical, sustainable, and responsible online betting ecosystem in Brazil.
The regulated betting market, which has the strongest interest in combating organized crime, already relies on cutting-edge technology and international monitoring systems, such as those provided by the IBIA (International Betting Integrity Association), to detect and report suspicious patterns to authorities. Targeted enforcement against crimes linked to illegal betting protects not only the economy, but also Brazilian consumers themselves.
The major public security challenge remains the illegal market, which currently generates approximately R$40 billion annually outside the law and causes an estimated R$10.8 billion in yearly losses to public coffers. Unlike regulated operators, illegal platforms offer no guarantees, do not use facial recognition systems, and are frequently associated with money laundering and organized crime activities.
IBJR will continue collaborating with public authorities, sports organizations, and international bodies to strengthen the integrity of the sector and protect Brazilian consumers.
